No - membership of the Cambridge LabVIEW User Group (CLUG) is FREE and is open to anyone who has an interest in LabVIEW programming, either from an academic or business perspective.  The User Group meetings are also free to attend with costs for the venue and refreshments being covered by the two commercial sponsors - National Instruments and Product Technology Partners.
